James T. Ball, PE, is former director of the Transportation Division of the Bureau of Indian Affairs, Department of the Interior. A practicing civil engineer for 36 years, he has overseen the transport of numerous structures out of highway right-of-ways and the rehabilitation of many structuraly threatened historic buildings, during a career of road and highway planning, location and construction.
