Author Biography: Terrence M. O'Connor

Terrence M. O'Connor, LL.M is Special Counsel with the law firm of Albo & Oblon, L.L.P. in Arlington, VA and has practiced government contract law for over 35 years. He has tried government contract claims before the U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, and various boards of contract appeals. He received his Master of Laws (Government Procurement) degree from The George Washington University Law Center and is the author of Understanding Government Contract Law and Federal Procurement Ethics: The Complete Legal Guide.

Mary Ann P. Wangemann, CPCM, PMP has 25 years of experience in the government marketplace, managing programs and working in every aspect of federal procurement and contract performance. She is currently responsible for Management Concepts Federal Acquisition Certification-Project/Program Management product line. Dr. Wangemann holds a doctoral degree in human resource management from The George Washington University and a master's degree in information systems and business administration from Johns Hopkins University.

About the Authors:
Author Biographies: Terrence M. O'Connor, LL.M., has practiced government contract law for more than 30 years. He has tried government contract cases before the U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, and various boards of contract appeals. Mr. O'Connor has also litigated government contract protests before the General Accounting Office and the U.S. Federal District Court. His publications include The Procurement Ethics Desktop Reference, now in its third edition, and a monthly column on recent court, GAO, and BCA decisions for the Procurement Law Advisor and the Federal Acquisition Report. Since 1985, he has taught thousands of government contract professionals as an instructor for Management Concepts, Inc.

Mary Ann P. Wangemann, CPCM, has been with EDS for more than 16 years, working in or managing every aspect of federal procurement and contract performance. She is an adjunct professor at the University of Virginia and teaches a wide range of courses in the undergraduate and graduate programs. She has written articles for Contract Management magazine and has published eight textbooks, including: 2002 Federal Government Contractor's Manual (Aspen Law Publishing); 2001 Subcontract Management Manual (Harcourt Brace Publishing) and 2000 State and Local Government Contract Management (Harcourt Brace Publishing).
