Prepared under the general direction of the vice president of the World Bank Poverty Reduction and Economic Management Network, this report analyzes the policy experiences of the 1990s in an effort to understand the variation in economic growth among countries that followed the reform prescriptions of the "Washington Consensus." The findings of the report confirm and build on the conclusions of the earlier World Bank report, The East Asian Miracle (1993), in emphasizing the perceived importance of macro-stability, market forces governing the allocation of resources, and openness. However, the varied outcomes of the 1990s lead the authors to place more emphasis on the need for economic policies and policy advice to be country-specific and institution-sensitive.
